The Failure of the 28-Article Peace Initiative for Ukraine: How Diplomatic Efforts Continue to Stumble

Europe felt a moment of respite on Monday, as the tension triggered by the introduction of a new 28-point plan for achieving ceasefire appeared – temporarily – to have been stabilised. A American diplomat spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its response: an extensive attack of missile and drone strikes on Kyiv.

The Pattern of Diplomacy and Destruction

The succession of contrasting events captured the harsh reality of the recent timeframe. By day, diplomatic battles are waged: positive announcements are released from various governments. Considerable effort is expended on containing specific proposals. By night, Moscow brutally reminds the world that, for them, conflict continues to be the primary tool for achieving "resolution".

Nighttime Reality

As military strikes developed into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was exposed. Ukraine is equipped to monitor projectile deployments from across the border, a capability afforded by current data. From vantage locations, Ukrainian air force fighter jets that had been deployed to counter approaching cruise missiles streaked across the sky – modern combat jets supplied to Ukraine by Western partners.

Shortly after, Kyiv's air-defence systems engaged: multiple launches targeted at a incoming threat. This was a modern interception technology at work, presumably provided by allied countries. Every firing shakes the surroundings, rattling buildings. The moment of terror quickly transforms into grim resignation: maybe the approaching threat won't hit its mark this time, preventing destruction from ruin and additional electricity failures.

Continuous Dangers

Not long after, a automatic firearm opened up on a aerial vehicle close by, part of a rapid response unit – almost certainly imported technology. Regrettably, the shots failed to hit the opposing UAV – it maintained course toward its target.

Periodically, this continued until dawn. Kyiv awoke to the daybreak reports: multiple fatalities, damage and infrastructure problems in numerous residences as a result of the evening attack. As always, everyone still continued their routines – enduring hostilities. But those entire period illustrated Ukraine's vital need on international aid – a reliance that European nations are evidently unprepared to fill in the immediate future.

Failed Diplomacy

The comprehensive proposal from American leadership provoked deep reactions, debate and serious worry – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after earlier high-level meetings and multilateral gatherings.

Every new initiative from American administration unfolds according to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They contain the crisis but never actually win the battle. This cycle will, undoubtedly, persist.

Strategic Calculations

It is tempting to accuse particular leaders of repeatedly advocating Russian terms. But that does not seem to be the complete picture. Washington works based on a premise well known to experienced diplomats: you cannot achieve through diplomacy what you have lost on the battlefield. The US administration assumes that it is impossible to compel Moscow to surrender the land that it already controls in Ukraine's southern or eastern regions.

The problem is that while acknowledging this situation, US leadership does minimal to discourage Russia, through statements or actions, from believing that the current condition will not shift further in its favour in the coming year.

Conflicting Perspectives

Therefore, the Kremlin is convinced that the clock favors them – that Ukraine and its supporters are approaching exhaustion. Their incentive to accept conditions that does not give them the maximum possible gain is almost completely absent. There may be numerous efforts to end hostilities, but they will persist as long as Russia's leader remains highly assured in the result.

On the contrary, Kyiv believes that Ukraine can still hold out, slowly losing people and territory but preventing a total frontline collapse until conditions improve in its benefit.

Present Conditions

Factually, there are no actual prerequisites for a truce. Now, individual motivations are coming into play: political desires to negotiate peace and achieve global acclaim, and Ukrainian leadership's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the national cause against any proposal Kyiv finds unacceptable, so that their focus does not shift toward domestic problems. And although their objective will now be considerably more difficult after latest incidents, it remains highly unlikely that this will alter their fundamental strategy.

These two forces are influencing discussions.

Summary and Prospects

It took a just a single week to eliminate the suggested clauses of the current initiative. Aggressive and erratic handling of the matter by US administration, pushback by Ukraine and the other European countries, along with pacifying measures of diplomats, and finally, recent disclosures, all served their function.

While new initiatives based on established approaches are forthcoming, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to fend off political attacks from Washington that are based on Russian demands and demonstrate certain reluctance to alter the situation, if they stand together and strengthen their defence capabilities at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the foreseeable future, largely rely on sustained allied backing.
